US Electromagnetic Weapons and Human Rights


If EMR is ‘Harmless,’ How Can it be Weaponized?
In 2006, the Project Censored Team of Peter Phillips, Lew Brown and Bridget Thornton completed their ‘Study of the History of US Intelligence Community Human Rights Violations and Continuing Research in Electromagnetic Weapons.

Although the technology, economics and politics of EMW’s has changed and grown more ominous since 2006, their report remains soberingly current. Here is a sampling of some of what it has to say (please see PDF for numbered citations and footnotes):

“This research explores the current capabilities of the US military to use electromagnetic (EMF) devices to harass, intimidate, and kill individuals and the continuing possibilities of violations of human rights by the testing and deployment of these weapons. To establish historical precedent in the US for such acts, we document long-term human rights and freedom of thought violations by US military/intelligence organizations. Additionally, we explore contemporary evidence of on-going government research in EMF weapons technologies and examine the potentialities of continuing human rights abuses.

In the 1950s and 60s the CIA began work to find means for influencing human cognition, emotion and behavior. Through the use of the psychological understanding of the human being as a social animal and the ability to manipulate a subject’s environment through isolation, drugs and hypnosis, US funded scientists have long searched for better means of controlling human behavior. This research has included the use of wireless directed electromagnetic energy under the heading of “Information Warfare” and “Non Lethal Weapons.” New technological capabilities have been developed in black budget projects1 over the last few decades— including the ability to influence human emotion, disrupt thought, and present excruciating pain through the manipulation of magnetic fields. The US military and intelligence agencies have at their disposal frightful new weapons, weapons that have likely already been covertly used and/or tested on humans, both here and abroad, and which could be directed against the public in the event of mass protests or civil disturbance.

Human Rights belong to people collectively. To believe in rights for some and not others is a denial of the humanness of people worldwide. Yet, denial is exactly what Congress and George W. Bush did with the signing of the Military Commission Act of 2006. The new official US policy is that torture and suspension of due process are acceptable for anyone the president deems to be a terrorist or supporter. This act is the overt denial of the inalienable rights of human beings propagated in our Declaration of Independence and the Universal Declaration of Human Rights. More so, US actions declared to the world that the US suspends human rights for those it believes are evil.

The precious words, “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness,” did not declare that only some men (and women) possess unalienable rights. Our independence was founded on the understanding that all men and women are recognized by this nation as having innate rights derived by their humanity.

Likewise, the Universal Declaration of Human Rights, created by the United Nations in 1948, signed and ratified by the US Congress, specifies in its preamble that “recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world.”

The Universal Declaration of Human Rights has been a guide for international law for most of six decades, and as such binds the United States to its general principles. Article 10 states that “everyone is entitled to full equality, to a fair and public hearing by an independent and impartial tribunal, in the determination of his rights and obligations and of any criminal charge against him,” and Article 5 specifically prohibits torture or cruel, inhuman or degrading treatment or punishment. Both of these
basic human rights have been superceded by the passage the of Military Commissions Act of 2006.

Additionally, the Universal Declaration of Human rights declares that everyone has the right to freedom of thought and freedom of expression and opinion. This means that humans have the inalienable right to be able to freely think their own thoughts and discover their own truths. This paper addresses this most fundamental human right and explores the pending threats to individual freedom of thought posed by new EMF weapons technologies.

Freedom of thought or cognitive liberty is the natural human right of each person to be secure in their ability to perceive the world to the best of their ability. To have true cognitive liberty in a world as complex as ours would mean that first we must have access to truthful and unbiased information about the actions of others and the general state of the world. The Center for Cognitive Liberties defines this as “the right of each individual to think independently and autonomously, to use the full spectrum of his or her mind, and to engage in multiple modes of thought.”2 Without accurate
representations we cannot make independently informed choices. It is imperative that the human body and mind be considered sacrosanct. To invade a person’s body without their consent is an egregious human rights crime.

The circumstance may soon arrive in which anti-war or human rights protesters suddenly feel a burning sensation akin to touching a hot skillet over their entire body. Simultaneously they may hear terrifying nauseating screaming, which while not produced externally, fills their brains with overwhelming disruption. Not only are both phenomena currently possible, but designs for more powerful EMF technologies receive continuous funding from the US Government.

We are in a time of extremism, permanent war, and the unilateral manifestation of ethnocentrism and power by a cabal of people in the US government. These power elites have been in operation for decades and are set on nothing less than the total US military domination of the world. They defy the foundational values of the American people to achieve their ends. This is not a new phenomenon.

The repression of human rights has been present within the US Government throughout our history. 3 A long thread of sociological research documents the existence of a dominant ruling class in the US that sets policy and determines national political priorities. The American ruling class is complex and inter-competitive, maintaining itself through interacting families of high social standing with similar life styles, corporate affiliations, and memberships in elite social clubs and private schools.4

This American ruling class is self-perpetuating, 5 maintaining its influence through policy-making institutions such as the National Manufacturing Association, National Chamber of Commerce, Business Council, Business Roundtable, Conference Board, American Enterprise Institute, Council on Foreign Relations and other business-centered policy groups.6 C. Wright Mills, in his 1956 book The Power Elite, documents how World War II solidified a trinity of power in the US, comprised of corporate, military and government elites in a centralized power structure motivated by class
interests and working in unison through “higher circles” of contact and agreement. Mills described how the power elite were those “who decide whatever is decided” of major consequence.7

With the advent of the military-industrial complex after World War II, President Eisenhower observed that an internal military industrial power faction was consolidating their long-term plans for the domination of America and, eventually, the world. Eisenhower was in no position to fight these men, and history records his feelings on the subject with the text of his short farewell address:

‘….But threats, new in kind or degree, constantly arise. Of these, I mention two
only…
…This conjunction of an immense military establishment and a large arms industry is
new in the American experience. The total influence – economic, political, even
spiritual – is felt in every city, every Statehouse, every office of the Federal
government. We recognize the imperative need for this development. Yet we must
not fail to comprehend its grave implications. Our toil, resources and livelihood are
all involved; so is the very structure of our society.

In the councils of government, we must guard against the acquisition of unwarranted
influence, whether sought or unsought, by the military-industrial complex. The
potential for the disastrous rise of misplaced power exists and will persist.
We must never let the weight of this combination endanger our liberties or
democratic processes. We should take nothing for granted. Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and
military machinery of defense with our peaceful methods and goals, so that security
and liberty may prosper together.

Akin to, and largely responsible for the sweeping changes in our industrial-military
posture, has been the technological revolution during recent decades.
In this revolution, research has become central, it also becomes more formalized,
complex, and costly. A steadily increasing share is conducted for, by, or at the
direction of, the Federal government.”8

We now understand that Eisenhower was referring to the conjunction of redirected tax monies to research secret new technology aimed at nothing less than increasing the controlling power of the military industrial elite to a global scale.’

The media is complicit in omitting information necessary to make democratic decisions.22

A global dominance agenda includes penetration into the boardrooms of the corporate media in the US. A research team at Sonoma State University recently finished conducting a network analysis of the boards of directors of the ten big media organizations in the US. The team determined that only 118 people comprise the membership on the boards of director of the ten big media giants. These 118
individuals in turn sit on the corporate boards of 288 national and international corporations. Four of the top 10 media corporations in the US have DOD contractors on their boards of directors including:
William Kennard: New York Times, Carlyle Group
Douglas Warner III, GE (NBC), Bechtel
John Bryson: Disney (ABC), Boeing
Alwyn Lewis: Disney (ABC), Halliburton
Douglas McCorkindale: Gannett, Lockheed-Martin

America Unwired?
Elizabeth Kelley, Founder of Electromagnetic Safety Alliance, Inc., gives us a heads-up on FCC plans to dismantle the country’s wired network and switch entirely to broadband wireless. She urges citizens to contact their representatives on this issue.

Pursuant to the Broadband Data Improvement Act, pushed by Senator Daniel Inouye (D-Hawaii), and signed by George W. Bush in 2008, the Federal Communications Commission is reviewing comments on A National Broadband Plan for Our Future.

Spun as “the Deployment of Advanced Telecommunications Capability to All Americans in a Reasonable and Timely Fashion,” the plan would include many implications, including the de-wiring of the national communication network.

This would make AT&T and other telecom players very happy as you can see in its ‘COMMENTS OF AT&T INC. ON THE TRANSITION FROM THE LEGACY CIRCUIT-SWITCHED NETWORK TO BROADBAND’

Says the AT&T filing: “AT&T strongly supports a Commission Notice of Inquiry regarding the transition from the circuit-switched legacy network to broadband and IP-based communications. That transition is underway already: with each passing day, more and more communications services migrate to broadband and IP-based services, leaving the public switched telephone network (“PSTN”) and plain-old telephone service (“POTS”) as relics of a by-gone era.”

The Plan seems ominously reminiscent of the move last century by the automotive, tire and petroleum industries to buy up and destroy the country’s network of municipal and inter-urban mass transit rail lines in order to promote their interests in shifting to a gas-guzzling, carbon-loading private car economy – leading to the present dire global climate change situation.

The present corporate, short-term-profit-driven, headlong rush to make wireless the only option world wide – regardless of human health, political and human rights, environmental, personal privacy and national security considerations – can only be halted by informed, determined and unrelenting public opposition.

Could the proposed ‘smart’ meter ‘mesh networks’ provide the wireless infrastructure for the next infotainment broadcast marketing ploy? Is there a ‘smart’ meter connection to this move to de-wire America? Kelly thinks there may be: “The telecoms already applied to do this in California 2 years ago. some people think the video phone, using broadband may replace the land line system. If broadband is wireless…hmmm.” She points out that Al Gore is a major pusher of the ‘wireless world vision’ and an investor in Silver Springs, a major manufacturer of ‘smart’ meters.

"Give Back the Money," Radiation Risk Consultants tell CCST

David L. Wilner and Associates, ‘a consultant firm that assists clients in identifying Electromagnetic Fields (EMFs) in their environment, and makes recommendations for mitigation measures,’ have the following to say in their response to the recent CCST Report on ‘smart’ meters: [Download Wilner PDF here.]

“Pity the unfortunate people that will suffer more radiation poisoning as a result of the report they paid for. The health consequences range from minor symptoms to total disability. They will also see the value of their homes fall due to the toxic nature of the radiation. It could be as much as 50% depending on the circumstances.

So, what’s wrong with the report?

1. The report assumes that the SmartMeters are properly installed and maintained. The fact is that every installation is different due to the existing electrical wiring and grounding systems. In order to make the study credible, it would be necessary to make measurements in the field where the meters are actually installed.

2. The focus is on the Radio Frequency (“RF”) output transmitted by the meter in the unlicensed portion of the spectrum at approximately 900 MHz. There is no mention of the switching-mode power supply RF interference that is generated at lower frequencies. This may be more of a problem, and should have been included in the study.

3. The report does point out that radio frequency transmissions in the non-thermal portion of the spectrum are not well understood. According to the report: ‘without a clear understanding of the biological mechanisms that play, the costs and benefits of additional standards for RF emitting devices including the Smart Meters, cannot be determined at this time’ (p 23).

The report goes on to state: ‘While the FCC guidelines appear to provide a large factor of safety against known thermal effects of exposure to radiofrequency, they do not necessarily protect against potential non-thermal effects, nor do they claim to [emphasis added]. Without additional understanding of these effects, there is inadequate basis to develop additional guidelines at this time’ (p15).

These are scary statements because all the frequencies involved in this report are in the non-thermal portion of the spectrum, and the FCC does have
guidelines that govern them. How could CCST miss this important fact, and then conclude there is no health problem associated with the SmartMeters?
[Emphasis added.]

4. The study also fails to consider the fact that there will be three (3) SmartMeters installed for each subscriber: Electric, gas, and water. Obviously, this would increase radiation levels, and should have been included in the findings.

5. Wilner & Associates did provide information to CCST on these important points, but it was not considered as part of the study.

CONCLUSION
The people of California should get a refund for any costs that were involved in preparing the study because they didn’t get what they paid for. This is much like the tobacco industry studies going back over the years where we were told that smoking wasn’t harmful to our health. Obviously, that was not true. We believe what has been stated in this study sends almost the same message: Don’t worry about it; the impact is negligible as far as scientific studies are concerned. If the public is expected to believe what it is being told about the SmartMeters, the CCST should go back to the drawing board, and conduct a new study that would be factual and correct.”

'Dirty Electricity' Ignored in CCST Report – Epidemiologist


‘Ungrounded’ Findings
Distinguished researcher Dr. Sam Milham, author of Dirty Electricty, comments on the CCST Report on ‘smart’ meters in a letter to CCST Director Lora Lee Martin: [ Download PDF here. ]

“Dear Ms. Martin,
My name is Samuel Milham. I am a physician /epidemiologist , specializing in occupational medicine and in the health effects of electromagnetic fields (EMF). I was the first to document the link between occupational electromagnetic field exposure and cancer. My website www.sammilham.com has links to my recent papers, to my CV and to my new book, Dirty Electricity which presents evidence that most of the so-called diseases of civilization are due to EMF exposure not lifestyle.

Your report, unfortunately, reads as if were written by PG and E or Edison, and pays no attention at all to a very important EMF exposure variable, dirty electricity (high frequency voltage transients and harmonics).

Smart meters transmit their data via radio frequency (RF) either through the air or on utility wiring. The electronics of all transmitters operate on direct current (DC), which is obtained using inverters and switching power supplies in the meter which interrupt the grid AC current flow and generate dirty electricity which flows back to the grid on the 60 Hz AC throughout the substation service area. Interrupting current flow generates dirty electricity. Stetzer Electric markets a plug- in meter which measures dV/dT, the average rate of change of voltage on the wiring between 2 and 100 KHz, and capacitive filters to reduce the dirty electricity levels.

The grid was originally built so that all the electricity which flowed from the substation returned through the neutral wires. When people started using computers and other electrical devices with non-linear loads, the existing neutrals couldn’t handle the loads and fires resulted. The electrical building codes were revised to require more robust in- building neutrals, but the utilities got off the hook by instead of beefing up their neutrals, they simply tied the neutrals to the earth so that now, about 70% of the electricity delivered from the substation , returns there via the ground. The California PUC rule 33.2 forbids using the earth for return currents, but this didn’t stop PG and E or Edison from running wires down every other power pole connecting the neutral to the earth. Here is the PUC rule: (the bold font is mine)

33.2    Ground or Earth as a Conductor

Ground or earth shall not be used as a normal return or circuit conductor. In direct current supply systems or in single phase or polyphase supply systems, a neutral or any other conductor shall be used under normal use as a return or circuit conductor; however, the grounding of the neutral or any other conductor is not permitted as a normal return or circuit conductor. The neutral or any other conductor is permitted to be grounded only for the purposes of stabilization and protection.

Violation of this rule has created health problems in farm animals and families, and dirty electricity gets into our homes and offices and schoolsvia ground rods and electrically conductive plumbing. I have measured higher EMFs in homes with the electrical service turned off due to unbalanced current flow.

In the last few weeks, I have been contacted by two electrohypersensitive California women, both of whom had to move out of their homes because of illness as smart meters were being introduced into their neighborhoods, before smart meters were attached to their homes. A third east coast woman sent me an oscilloscope wave form obtained in her home with the electrical service turned off and no smart meter on her house. The neighborhood had smart meters deployed which used utility wiring to submit information to the substation. The frequency of the wave form was exactly that used to transmit smart meter information. (I’ll provide names and contact information on request). In the California cases the residences were too far from the transmitting smart meters to be affected by the RF. I believe that in all three cases, the damaging signal was dirty electricity in the wiring and the ground currents coming from the deployed meters.

My hypothesis is easy enough to test. Dirty electricity levels measured in homes, offices and schools should increase after the meters are deployed. Dirty electricity levels measured in the utility drops and in the earth will also increase as the meters are deployed. Since dirty electricity is a potent carcinogen (see attached paper and pp. 78-80 in my book), and causes numerous health problems, the only way to avoid a public health catastrophe is to send the smart meter information over existing telephone land lines or go back to the analog meters. I’m not making light of or ignoring the RF pollution caused by the smart meters, but think the dirty electricity may be a more serious and intractable problem.

CCST Report "Demonstrably False" – Senior Researcher

L. Lloyd Morgan, Senior Research Fellow at the Environmental Health Trust has filed his critique of the recently issued CCST Report on ‘smart’ meters. Overview
The California Council on Science and Technology (CCST) Smart Meter Report is based on a 1997 Federal Communications Commission (FCC) exposure standard , which has not been revised for 15 years, while the technology on which these standards were based has been changing at an exponential rate. The exposure standard is based on acute (short-term/immediate) thermal (measured temperature change) effects, and is not based on chronic (long-term) effects.

During the intervening 15 years, peer-reviewed scientific studies of humans, animals, and living cells have found that chronic exposures to non-ionizing, non-thermal electromagnetic radiation cause a host of serious problems. Here is a partial list of these problems:
Human studies found risks for: brain tumors (cancer [1-3], acoustic neuroma [4-6], meningioma [7-9]), parotid gland tumors [10-12], eye cancer [13], testicular cancer and damaged sperm [14-16], and leukemia [17-18];

Animal studies found single and double strand DNA breaks [19-23], DNA damage to sperm [24-25] as well as blood-brain-barrier leakage with resultant dead neurons and cognitive deficits [26-28];

Specific modulation techniques studies found a 6-fold difference between the power absorbed from two different modulation techniques by human cells before DNA damage was found [29-30], and;

Cell studies found genetic damage in human and animal cells including human sperm cells [31-32].

With human, animal and cell studies all showing harmful effects, it is hard to imagine why the exposure standard has not been changed.

Given CCST’s assertion that ‘To date, scientific studies have not identified or confirmed negative health effects from potential non—thermal impacts of RF emissions such as those produced by existing common household electronic devices and smart meters,’ is demonstrably false, this Report should be substantially revised, or withdrawn, and the money received for the study returned.

Ironically CCST has just produced another Report, ‘Trust and Accountability in Science and Technology,’ yet has contributed to this very problem with the above assertion.
As the CCST Report states there are alternatives to wireless smart meters (page 24), but the report makes no recommendation stating that these alternatives have tradeoffs of “cost and performance.” See An Alternative to Wireless Smart Meters below for an alternative without these tradeoffs [see PDF].

The CCST Report ignores specific characteristics of microwave radiation. The specific characteristics of smart meter radiation are unique to this technology. To understand the characteristics we need to know the carrier frequency, and of far greater importance, the modulation technique used to encode the information to be “carried” by the “carrier” signal. Modern modulation techniques are quite complex. This includes the rise and fall times of the digital signal in addtion to the data encoding scheme.

With full and complete knowledge of the smart meters’ modulation technique (not disclosed), a Fourier Transform (https://en.wikipedia.org/wiki/Fourier_transform) can be used to determine the large set of individual frequencies embedded in the smart meter’s modulation scheme. Each frequency, or combinations of frequencies, could have a unique biological effect. There has NEVER been a scientific study of a specific modulation technique on living organisms, whether humans, animals, or cells. Therefore, to blindly assert that, “scientific studies have not identified or confirmed negative health effects from potential non—thermal impacts of RF emissions,” is specious.

In the absence of information, and in the presence of a multitude of reports of ill health, incorrect meter readings, electromagnetic interference (EMI) to other electrical equipment (and possibly EMI from other equipment to the smart meter itself), there is a serious dereliction of duty by the government of California to protects its citizens’ health and well being.

Yet this report makes no recommendation, as it should, to thoroughly investigate each of these problems….

Conclusions
• The CCST Report is based on an existing FCC standard that has not been updated for 15 years, is based only on short-term effects from heating, and ignores long-term effects.

• The CCST Report should recommend that California send a Resolution to the Federal government asking that the exposure limits be revised based on the findings of science studies published since 1997.

• The CCST Report is patently wrong when it states, ‘scientific studies have not identified or confirmed negative health effects from potential non—thermal impacts of RF emissions.’

• The CCST Report requires substantial revision to reflect what scientific studies have found concerning negative human health effects and/or DNA damage to animal and cells, or if not revised, should be withdrawn and all monies returned to the government of California.

• An alternative to wireless smart meters exists. The wireless smart meter program should be abandoned in favor a wired system using the pre-existing landline phone system. Without regard to the cost wasted on a bad decision, this system would be less expensive and would be secure from hacking.

• The CCST should recommend a moratorium on wireless smart meter installations until such time that the wired smart meter alternative is available.

• The State of California, its counties and cities are derelict in their duties to protect its citizens’ health and well being given the multitude of uninvestigated reports by its citizens.

• The CCST report should recommend the State of California direct the California Public Utilities Commission (CPUC) to investigate all citizens reports as described below.

• The CPUC is derelict in its duty
o To adequately regulate PG&E, whether

• Natural gas transmission pipe lines as witnessed by the explosion and loss of life and property in San Bruno, CA, or
• By not taking actions against PG&E’s spying on groups opposing wireless smart meters, or
• By not taking action against PG&E’s public release of private emails from people who are opposed to wireless smart meters, and
• For not requiring PG&E to document why particular smart meters malfunctioned.

o for not investigating smart meter EMI reports of interference with garage door openers, cordless telephones, baby monitors and heart pace makers, as well as for not filing reports to the FCC of such EMI reports,

o for not requiring its subcontractor, Structure™, to test the accuracy of smart meter under real-world conditions of potential EMI resulting from high frequency voltage transients conducted into the smart meters that co-exist with 60 Hz power, and where large RF radiation fields create potential EMI from radiated fields into smart meters,

o For not having medical doctors investigate the health effects reported to them by citizens, nor even asking citizens making these reports to provide medical documentation of their reported health problems by their physicians. ”
